No one is able to grant zoning rights. It is almost as if, it only updated half way...wether it was supposed to keep Italy in...it didn't. or re-elect Sune...it didn't...whichever way, I reall don't care...just to get a mayor back would be nice lol.

Ok, here's the deal. Under the new system which went in not long ago, the City only updates mayor once every 3 weeks. So if you just put the city down, then there's no way a new mayor will get voted in until the end of that 3 week period.
The 750 xp given to the old mayor is part of the new Poli/City stuff too. It's bonus xp for the incumbent mayor.
The new mayor, who you say has 18/20 votes, will become mayor 3 weeks from the day the city was founded. At that time, they should get the admin of city hall and all the rights thereof.
As for the inability to grant zoning rights, make sure that the zoning is active and that you're outside of any/all player structures when attempting to grant zoning. Try adding people to the militia and seeing if they can grant zoning to other players. If not, then submit a ticket stating that no one has the ability to grant zoning(since that is a bug/issue).

Also, the fact that the orginal poster said that the mayor isnt declared or whatever he said it was. On your char screen it WILL say that you are a wonderer. Your cith hall is YOUR declared residence as its considered your home. You CANNOT declare in another house under any circumstances. So basically you could be declared in a city and have 10 open lots, as the city hall is your declared residence, and the city hall takes up no lots.-This is how it is supposed to be, I do realize this....but it does not correct the fact, that the City Hall is not my spot that I am declared. So with that said, yes I am Mayor, and NO I am not declared in the City Hall. Somethings just don't work like they are supposed to.....things happen. And in this case, things happened.
As for your zoning rights issue. You must be inside the city limits, and outside any structure. This includes Merchant Tents, CIty Hall, houses, cloning centers, and cantinas. All structures. I already know about the buildings and being outside....still no go.
