How about allowing architects make an exterior paint scheme kit that mayors could use to tint or add some color to our civic structures? A sign above the entrance to the city hall that mayors give their city halls an unique name.

I like the idea of benches (I guess it would have to count against decorations) and placing crafting stations outside. I would like to have plants. There are some places that a garden will not fit or won't look good, but a tree or a hedge row would work nicely. Street signs or billboards would be an interesting addition.
