I don't recall the rank caps on secondary planets (Dantooine, Talus, Rori) but on the main planets - Corellia, Naboo, Tatooine the cap is 20 cities, but within that 20 only 15 can be rank 3 or higher, only 10 can be rank 4 or higher, and only 5 can be rank 5 or higher.
I personally think that if someone gets one of the 20 precious city spots on a planet they should not be limited to what rank they can be.
We avoided the city cap problem ages ago when we decided to move to one of the lesser populated planets (in this case Talus). I must admit to a certain amount of amusement when I hear stories such as this one - and their means of justifying what was a stupidly thought out and implemented system (the 6 week rule).
I also find that with players playing at different times, being in different time-zones, etc, that a city that may look deserted for most of the time, springs to life late at night and on the weekends. To assume that just because a city looks deserted to you when you are online, means that its owing to server swaps and/or alts, is disingenious at best.
There is a valid reason for the city cap rule, and that was to try and spread player cities out from the main core planets of Naboo, Corellia and Tatooine. From a players point of view, I hate going to these planets now as its just one city after another, with very little PvE content happening owing to city sizes. If you like travelling through the burbs all the time fine, not my cup of tea though.
No one forces people to build cities on Naboo, Corellia or Tat, yet even with the knowledge of city caps, people still persist and then whine about not being able to progress - well hello!!!!. Why not be daring and give Rori, Lok, Dantooine or Talus a try? Otherwise, you'll just have to put up with being a large city on a low capped planet and wait for your turn in the player city cap lottery- it was your choice to build there, so why should others suffer for your convenience?
