We're working on the basis that all city costs are covered by income and property tax, as these are fixed calculable rates. Sales tax and shuttle tax can't be guaranteed so we see those as "extras".
Any budget surplus is used to promote the city and improve the living standards for its citizens.

As a rebel city, we are funded by one of our Imperial enemies... One of our citizens has a very lucritive power business and a few of his customers are from a rival faction city... SOOOoooo he offered to use those funds to cover ALL city taxes - and the irony was just too much to pass up.
Since then, we've cut taxes to zero and are living happily ever after!
