Is it confirmed then that you need to be a citizen of the city to take advantage of the Specialty?

The reason I ask is,

Example I'm a citizen in a city that has a research special. But when I do missions I run to the nearby city that is labeled as an Improved Job market... which bonus am I getting? Both?
