Yes I have also been up there in the 700k bracket of Maintenance.
My city has been up since 15 months ago. The trick was that I had to prime the treasury at first when we were young, then I would hold meetings to see who was trying for crafter. I set up a specific area for sales tents only. Than I assigned contributing individuals to Bark in the major city's of our Location and Big Sale. This done regularly and if Sales items are What People Are Looking for, you will see great dividends. Dont tax too much on sales, maybe 3 percent, and you will make good.
I suggest resources for sale, but mostly you have to get the word out where you are.
If your city size is the problem then by all means have a recruiting campaign and get people in there as fast as you can. Give a house and vehicle and money along with padding their new house with 10k and teach them something they are working on, and you will have dedication for a long time.
Of course dont let all this get you too happy, my officers just took over my city and there is nothing you can do about it after you have sank all that money and time into it all. So in my opinion, Mayors and City's will never be saved from the ruthless teens that choke out support and civil structure in a city. SOE has made sure of that. They are the big kid with the magnefying glass on the anthill we call SWG.
