I'll speak from experience... My alt is the Mayor who overthrew Hortence on Flurry. Hortence is another player that tried this.

It is NOT an exploit. SOE will do nothing to change the situation. Although if the Mayor tries to stop people from voting they will then act, ie- "decorating" so it's difficult or impossible to see the voting terminal. It sux and yes it's griefing, but according to SOE, it's within the mechanics of the game.

Even if you are not a citizen, your structures can still be taxed regardless. If they are within city limits, they will be taxed.

On a final note... if they are truly trying to grief people... they can only pull 50K a day from the city. Many consider it not worth while to try this.
