nahw, you cant use cityban to kill csr's.
Thats what really killed /citywarn. That and the whole forced pvp. Players arent supposed to ruin other players days, that the devs jobs.

Use of cityban degrades a city.
If enough people are banned, who will buy your vendors items? If sales are slow, merchants move on to better cities, tourism will drop to nil, then yoour city will become lifeless.
If enough people are banned, whole guilds wont come to your city. Reduced traffic even at the shuttleport out can decrease city coffers due to lack of shuttle taxes.
If enough people are banned, a couple will make it their mission in game to ruin your city and hunt all your jedi all the time.
If enough people are banned, no one new will move in because it has a bad reputation. There are plenty of city husks on all the servers due to retired players, new players will seek active cities to move into.
I suggest using cityban only for cheaters/exploiters.
Take the good with the bad, and your city will grow.
Jedi who fear being hunted have no excuse. Tell them to make their own house private. If you let Jedi run your city, and willy nilly ban people, you wont have much of a city in a few months.
