We have the same problem at the moment....and have had it for over two months.
But our Mayor in waiting is doing everything he can. In fact, or current Mayor has mailed everyone in real life asking them to vote.
I like the idea of permanemt votes....if you want to change then got and vote again. Trying to get all the active members to vote in the same week is hard.
C'mon Devs......this change would reviltalise many Ghost towns..

even though i have no plan on resigning in my city

I agree that a /resign command needs to exist and I like the idea that inactive citizens votes are blank until they actually login to the game and cast one.. this way those who are active can vote and the inactives will just auto abstein until they decide they want to vote. Just like in real life.
If in the USA, everyones vote automatically went to the encumbent president, then we'd rarely get someone out of office.
