You seem to assume that these people will be lax in returning, however if you read my offer closely, the people I am asking are in the same predicament as myself, so their interest is to keepTHEIR character active so that I keep MINE active, otherwise it's a wash.
As for recruiting new people, do you have a city on Lok? Every city on Lok, on my server at least, is complrised of one or two guilds, there are few independants that have settled on the planet. Now why is that? Maybe it's because Lok has no attactions, there are no special POI's, the main mission staple is some form of npc pirate or 2 kinds of animal, and the mission payout s not the highest of the advanced planets. There is no shuttle to the only imperial npc base on the planet, the one decent animal mission (snorbals) was nerfed and who here doesnt remember the ring of death that used to surround Nym's? People have long given up on this planet, and as of today there are exactly 10 settlements on the planet.
My citizens are being punished for having the temerity to use that adventurous spirit and not follow the sheep to dantooine or one of the starter planets, there is no way we'll ever run into the cap on Lok because people simply dont want/need to come there all that often. So recruitment is mostly dead, and we try, but of course we all know that recruitment efforts never fail when there is nothing to offer people....

Maybe Arrya if the devs werent such a bunch of hacks we wouldnt have this problem either.
You got me right, I dislike the whole idea of population limits for services, you know why? Where I live if the 15 millionaires that live down the street in The Burnt Store Marina want a godamn bus stop and their willing to foot the all the costs it incurs to run a service out there, they godamn will get their bustop and the city will be happy to take their money.
As I've proposed in other threads, if the devs did away with this rediculous city rank for structures deal then I'd lay down 100 bucks that people wouldnt be crying about the leveling cap anymore. If 10 people want to pay the 750k a week for all the goodies in their outpost, let em! How is it that Nym can get a freakin starport, yet the combined wealth of 57 people is just barely enough to warrant a lowly shuttle?
However, I'm quite sure the devs would never lower the rank reqs, they're simply to set on doing things their way, and so to preserve what we've built and labored for (with not one whit of help from the devs) I'll do whatever it takes, even if I have to spit on their mothers. They changed the rules after the game has started, so I no longer feel in the least bit compelled to honor those rules.
I'll say it again, WE HAVE NO CROSS SERVER CITIZENS! We do however have people who have decided not to login for whatever reason, perhaps if the clowns in the dev dept made this game funner to play, those people would not need to take time off to evaluate whether they want to continue, or wait to see if the game actually makes it out of beta.
I'm also attempting to recruit same server people, but as I've outlined several times, the planet we reside on has precious little CONTENT that could draw people. Maybe by publish 23758365 Lok will have as much reason to be frequented as Dantooine.

You have to be joking? I know many folks that have their kids or family members share the same account. The 2nd, 3rd. ect...person obviously plays on different servers...So if the Devs took you up on your suggestion then your right..It would majorly screw over people...The people that dont have ghost accounts.
And yes, this is a work around. How can anyone say that citizen server swapping is any different then server lot swapping. I never server lot swapped even though I was a Master Arch and Isure could of used the ore. This is way worse to the economies of the galaxies. How fair is it that some guy is running 30+ harvesters while the normal player may have 8....Now that to me is total BS!.
As the other person posted, SOE changed the rules here so if they can then why cant the "Paying Customers" do the same. The Devs have forced the issue here. It was stated numerous times that this would not stop server swaps. I personally asked on many occassion for an "official" response from the Devs on their thoughts on this new patch. Did we ever get one..NO!!!
More power to y'all....Do what you need to do to save your cities because of this patch. It went from being able to play casually to having to have to be a watch dog....Oh, BTW, did they allow us Mayors a tool to view who has logged on lately....ummmm nope!!! It will be interesting to see all the posts here in 6 weeks.
