you re right but unless that crap happens to some cities no one will listen to our problem
they lied before to us about the caps, they promised changes in a far far far away future, maybe half a year or year
so its just a matter of time till the frustration level reaches the point where people might start to burn down other cities
we ve waited paitently for 6 months for seeing a level 4 city to fall on our planet.One has fallen but not other level 3 city was allowed to advance to take the new free spot.

after 4 weeks of endless tickets and mail we gave up cause we were sick of being treated like idiot who don t know what they are talking about

the only chance you have is to
a) give up
b) destroy other player cities on your planet and hope that the planetary cap is not as bugged as our planetswhere cities fall and no other is allowed to take the empty place
the new crap voting system offers you an easy way to get into other player cities as mayor with out much work, just little patience and tactic. Then once you re in destroy the city and hope you re the next to advance.
Yes thats mean but according to several CSRs it s not griefing or a reason for banning.
If you are voted in, you have the right as mayor to destroy the city any time you want to
Unfortunately the city caps are a necessary evil.
The caps are used to help control player concentration and lag on each planet.
And before you call the new voting system crap. Look its what we asked for. Look in the past forums on the horror stories and the extremes people had to do to get new mayors installed. Especially if they were quitting the game or just wanted to move on.
Having been the person that took over a level 4 city after the previous mayor destroyed the city hall it was tense as each cycle came on growing back.
We got back and are now a metropolis but I do feel your pain.
Before caps can be adjusted or lifted there are issues that need to be dealt with not all of which is the game software. But bandwidth, lag and hardware. If the dev's were to just magically alter the caps it could lead to server instability in some galaxies. It's not an easy fix.

The "city cap" prevents cities from advancement if the planet has reached its capacity for the next rank. Many politicians that have well qualified cities for advancement are frustrated since they cannot advance without another city losing its rank. How does the game determine which city gets advanced if another city drops a rank, and will there be plans to raise this cap?
If the opportunity to increase in city size occurs, the city with most residents moves up to the next level. There will be no more increases in city caps, but we do plan on revisiting the ways in which cities can gain and lose rank. That won’t be happening until after JTL though. The developer who developed the city system is on the JTL team and any major overhaul to that will need his oversight. The most likely city changes that will be coming up will have to do with the GCW revamp.

Pappi can't really do anything for CS she's said us as much a good deal, TH and company probably don't care with the combat revamp taking up just about every free hand they've got (yeah I know it sounds bad but it's likely the truth) and e-mailing never does anything. The chat CSR's don't really do much that I can tell beyond give answers to problems or point to the standard report and wait technique so don't count on them for much. I don't really know what all you could/should do but don't give up trying, you'll eventually win the day.
As per the rank 3 cap...yeah it blows but it is pretty necessary for lag issues and such. If there where to only be the rank 4 cap, or no lvl cap at all, then thats 10 more decorations, plus trainers and terminals, x city countper planet. It all adds up and with the database being the pile of crap that it is this just can't be handled. It'd be nice if they let rank 2's get on the map though so everybody had the chance to be visible.
i ve checked. At that time 2 cities had the necessary requirements
ours with 97 citizen and a second with 65 citizens, several of the other lvl 3 have already given up at that time to fight for a shuttle port.
I bugged the CSR and supervisor for 3-4 weeks daily. They always said it s impossible for them to upgrade a city, which is a definite lie, cause they have that done at least once before. After the 2nd week of tickets and mails they started to respond just with the predefined standard mails "sorry...bla...bla...bla
in the weeks after that we lost many citizens cause they were pissed that we didn t get our shuttle port

oh and btw upgrading all lvl 3 cities to lvl 4 on the core worlds would mean about 150-200 items in a database with at least 100000 items. Sorry that s just a lame excuse
