Thread: GCW, Neutrality & Politicians!
Hey!
I'm havinga little dilemma and wanted to get some advice.
You see, I'm the Mayor of Darkfire, a thriving metropolis with an ever-expanding population and we have caught the attention of both sides of the GCW. Darkfire is on Tatooine in the Naritus Galaxy.
We are neutral and always have been neutral, which means that we do not allow OVERT players to live in the city, although everyone is welcome to visit.
I have been approached by several guilds who want to move here... I know that two of them have a large number of COVERT Imperials, and the other COVERT Rebels. They have all agreed that they will stay COVERT when in the city and never PVP there or use Faction pets.
Do you think that it is possible for this to work, or should I just not let these Guilds move in?
Naturally, the risk is that If /citywarn is removed, and the Guilds all go OVERT, we would have Anchorhead all over again!

We have had a similar problem: a neutral city built for the Arts and Sciences. The rule up to now has been covert only. We are fairly large (114 citizens) and now a larger part of the population does not want to restrict their commerce to coverts only as many overts will no longer shop here.
What we are embarking on is risky business. We will most likely be allowing overts into the city with the expessed understanding that this is a sanctuary from the war. If conflict ensues (which it will at some point in time) those that are fighting must take it out of town. Multiple offenders will be /citybanned. I believe that unless you have military installations, you should not have an overarching issue with GCW.

We have always allowed COVERTS into the City on the basis that they did not fight, and this has stood up well, but with approaching 100 people now, the tempation to fight in town might be too great!
What will you do if /citywarn is removed? /cityban will just stop people using your shuttleport, but they will still be able to enter your city...
How big is your Guild? My possible solution is to declare war on an offending guild - we have 50 members, so they'd find it difficult to mess with us!

Well to be onisty Military and Neutral players dont mix
Speaking from Experiance I as a military leader of my guild moved into Brenn a neutral crafting town, I tried to teach them to build up defenses in the end having to show them in a destructive way. I.e Being cruel to be kind. It end up in they all hating me and me moving out of Brenn but I proved my point and they later increased the Milita.
The GCW thats within them will eventualy take over.
This is fascinating! What exactly happened - I'd be interested to know... I need to teach my citizens this too!

Well Brenn is on Naboo in the Shadowfire server
its a supposed neutral Town for people to come in and shop, citizens are crafters but some are neutral, some are imperial, some our rebel. The Population as I left was 65% Imperial at the time. You may question how is this being neutral. Don't worry I asked them that all the time,
I heard about Brenn from a Friend and I just started my guild and I was wanting to start a town but realized I didnt have the resourses or the backing so I sent a email to Arsenal offering my guild as main part of the milita as every peaceful city needs defending.
So I moved my PA hall in and about 3 weeks after seeing and oberving how Arsenal did things and things was done I formed my ideas and admittidly I did things that was a tad sneaky.
My guild as a guild voted that we wanted some sort of Defense to look after our PA hall so using a exploit we planeted a Turret and covert Scanner under the PA, so any rebel going into our PA hall gets killed.
The idea is that the GCW stops ats Brenns borders and once in no one fights, Brenn was a sitting duck. No milita, no defenses nothing. So I had a meeting with Arsenal to inform him of my guilds plans and what my PA hall would be getting due to rank privilages (When you reach a certain rank your declared residance gets a defense structure.)
After that I decided to run for mayor as I like Arsenals Ideas just not how he was implementing them and I did not like that he left the entir city wide open like that. The 1st rule when building anything is "Never build What you cannot defend". So I registered for Mayor and sent out a town email to everyone telling them I was running for mayor.
I got a hostile feedback someone outside challanging their glorious leader, mid-way through the week I read on the forum that Arsenal had made a milita of 1 Person Hex. This I took as Arsenal talking what I said was a joke.
Their main point was what does a neutral town need defending from.
My answer anyone causing trouble about a week prior a group of Rebel placed minesat the entrance of the clone facility ( As you can place mines withina city without a minefeild and with out zone permission) I knew of these as I found 3 of them!. I did report this to Arsenal who at the time was the only thing standing as Milita.
I had enough I knew and saw that the only way to make Brenn understand there is a threat to all Towns being Neutral,imp orRebel.
So I placed a Minefeild on the outside border of Brenn (where said in Brenns law the War started) and I placeabout 250 mines in which went into the Brenn and I place about 15 mines round the city hall so any Rebel citizenwould get my point.
Now people have tobe overt to place a minefeild and Brenn could of place turrets to stop me but wait! they would need Rebel turretswhich would make them rebel, so they better getImp turrets which would make each turret blow each other up.
People got angry posted screen shots on the Brenn forum etc etc, Ppl got upset andvoted me outwe moved out having proved our point that Brenn needed defense next day I hear they increased the milita by to 20 instead of 1.
I was being cruel to be kind demostrating what type of enemy Brenn is under threat, which they could not understand even with me explaining they got my pointafter 5-6 Rebels got killed from my mines.

We have no intention of building any military structures. Strategically, the city will hold little value in the GCW. It's close to the Emperor's Retreat but is by no means infringing on the POI.
We expect /citywarn to disappear. Our city has 3 guilds in it currently and about 40% of the population is not from those 3 guilds. Citizens that are overt are highly advised to leave the city if there is a potential of engagement. Take the fight outside if you would. We hope the diversity we are building acts as a natural defense system.

Interesting story, lots of things to learn there - thanks for sharing! This has given me lots of ideas as to how we can avoid difficulties in the future.... My guild has 50 people in it, and we will use the Guild to acts as peace keepers if they do remove the militia function!

What would you do if two of the guilds teamed-up and attempted to vote you out, in an attempt to make your city faction-aligned?
I am the mayor of a neutral role-playing city in the Kettemoor Galaxy. Temenos Island is a peaceful city on Naboo, but that does not mean we are without our problems. Every city has them; they are different for neutral cities than they are for factionally aligned ones.
Temenos is founded on friendship. Its residents work together to make Temenos what it is, and as mayor, my job is not to rule or to lead, but to ensure their wants and needs are heard, addressed, and satisfied as much as possible. We realized right off the bat that in order to be a neutral city and not have problems with factional fighting or other related problems, we would need a means of self-defense. We formed a healthy militia. Our militia is, at the present time, 27 members strong for a metropolis of 102 declared residents. Not too bad, if you ask me. They train on a training ground we set up just south of our city, so our militia knows how to deal with certain situations.
Another things we did before player cities were even started was establish ground rules for our city. Temenos Island has actually been a city since the second week of the game, just without the mechanics involved with player cities. From day 1, we had certain rules in place. The one that affects our neutrality and the GCW is "Temenos Island is a neutral city and therefore, no factional fighting or PvP is permitted within city borders."
So how do we enforce that? Its actually easier than it looks, it's just a matter of having a militia that is willing to do the dirty work and having the residents support that militia. If you have that, you're good. We established a "no open weapons" policy in town. Carrying weapons broadcasts to others that you are armed and ready to fight. By not carrying weapons, you appear less hostile, more approachable, and friendlier. The only exception to our policy is when someone is standing within 10m of the mission terminals. These terminals are around one of the city hall obelisks, which stand between the city hall and our militia HQ. Right there, in the open, where everyone can see them.
Now, yes, they are in the middle of town. Yes, we expect people to holster their weapons after getting a mission until they are out of town. Yes, our militia watches for this. Those guys watch for it like hawks. They have been trained to ask first. If an open weapon is spotted, they approach and ask the person to holster the weapon. This is usually something like, "Excuse me. We have a no open weapons policy in Temenos. Please holster your weapon while in our city."
Believe it or not, most people do it readily. Some people require a lil more explanation, or maybe a second warning. We give it to them, albeit a bit harder. "I asked you to put your weapon away. I am in the militia and I am authorized to take action against you if you disobey. Please put it away while in our city." That usually gets the rest of the majority. On occasion, we have someone refuse. Our militia is not afraid to /cityban or /city warn and always calls in backup. Anyone who complains later is told to take it up with the mayor or the militia commander. The militia members know they are not to grant /citypardon and, maybe we just got lucky, but they follow orders really well. I am proud of our militia, they are a great bunch of people, and they serve our city better than we could have expected.
We have people of all factional alignments living in town. When new members move in, they are provided with a copy of the laws via in game email and asked if they have any questions. Part of the laws includes the mention that they are allowed to be aligned any way they choose. We also ask that everyone that is aligned be covert while in town unless absolutely necessary since we do respect that sometimes, you can't help but be overt.
Now, on the matter of how we get away with RPing being a neutral town on Imperial occupied Naboo. Easy: we have permits from the Empire granting us permission to exist as a neutral territory so when Imperial guilds try to come in and take over (has happened twice) we have a defense against their "We were told to take you over" claims. No one can say we are harboring rebels either because, as mentioned above, everyone in town is usually covert, so unless a known rebel is spotted, there's really no RP grounds to that claim.
I don't know if all this will help anyone else, but this is how we make it work. If you want more information about Temenos Island, please let me know. If you are on the Kettemoor server and wanna stop by, please do…just remember to keep your weapon tucked safely away!
Roll with the punches! The City is still young. I am still looking at bringing more guilds in. There is already some tension in faction development. One of the carrots is City Specialization. Basically we have a choice, Stronghold or Research Center? The town is mostly crafters, and it's an easy choice for them.

Hmm no i aint, a griefer well by ur terms so those rebels who placed mines. It was my place som1 who has experince should teach what they know to others.
Brenn som of its ppl are happy with what I did and we friends again some.

Isn't openly admitting on the official boards that you exploit grounds for account removal? I mean, you did read the EULA right? It's that thing you click "I accept" on each and everytime you log in...
