These are all very valid points but when I first read this I saw it from another angle and it was this one:

I recently saw posts on some of the galaxy forums asking people to create a new character on another galaxy. They are told they will be given a house and all they have to do is place it in a city, declare residency and never have to log back in again. On their main server they are given a large sum of money as an insentive to do this.

The reason behind this is so that a mayor in a new city can get ghost or false citizens in order to get a bigger city as quickly as possible.

I personally think this is unfair to genuine cities where the mayor has gained citizens which log in regularly, has interaction with them, has town meetings and so forth. Unlike those who just want to get a big city, with 10 real players (for whatever reason, politician xp perhaps since nobody voting counts as a vote for the existing mayor and hence xp). These false cities stopping the genuine city from expanding like it should and allowing the mayor to reap his just reward for running a populated city with a thriving player community.

Now for those genuine cities where the mayor is actually being a mayor, talking to citizens and interacting I am sure that most players in that city log on on a regular basis, i.e. at some point within three weeks.

So I do not see what the problem is here. If someone does not log in for three weeks because they are on holiday, they can always come back later and redeclare residence then. Losing a couple of citizens surely wont matter if you have a genuine city rather than a false one. If people have left and are not coming back their houses will decay after time and go away (I'm not sure here so correct me if I am wrong) and your space will be freed up.

For those mayors who run a city with an active player base and not the mayor who gained all his citizens by "Log into Bria and Declare residence and get 100k for free on Farstar" messages on these forums, then I don't see a problem you just get new people as the old people leave, just like any city would.

Building a city was never going to be an easy ride. Any mayor of any city needs to accept the fact people will move out, people will join, and in the case of SWG people will leave the game and not come back. Therefore a good mayor would take this into account and plan for it. A good mayor would not have to rely on dead accounts to keep their city alive.

I agree with the reasons they have implemented this change 100%.

We have a thriving city and work VERY hard to attract new residents, and to schedule interesting events, and organize hunting and faction outings, and to organize the crafters, and provide what the citizens need and want to be part of the city and have fun in the game.

BUT, I have a few questions that I haven't seen answered anywhere else:

1) Is this 3 weeks inactivity on the player account, or on that server character?

Canceled accounts are one thing that I would agree should be removed.

Inactivity on the player account isanother thing - that person is not around for whatever reason.

Inactivity on that server character is more likely to be cross server 'deals'.

2) W-T-F is 3 weeks?!?!?!?!

Why don't we make it some REALLY stupid time period like 18 days or something equally rediculous.

I agree that 2 weeks is too short a period for many reasons, but 3 weeks makes no sense at all.

Why not just make it the 1st of each month, or the anniversary of the city founding, or at least something useful and easy to remember???

3) Will the amount of inactivity for each citizen be reported anywhere for the mayor to check?

At least give mayors a CHANCE to find citizens and find out why they haven't been around.

4) Will the mayors be notified in some way when a citizen drops residence?

This is important information mayors need to know to manage a city.

5) So how WILL mayors remove houses of inactive players?

Say someone dumps 1mill in house maint and then disappears? Is the whole city supposed to revolve around houses that aren't going to go away?

Questions that need to be answered so that mayors can run an effective city with this new change.......

"When Sony and Lucas set out, we said, How can we do this and not make another EQ? We didn't want it to be all about Luke, or combat, or lock our players into a class. So we created a system that would allow players to switch professions during the game, and there would be a lot of gameplay around making that change. If you want to go from architect to scout we've created a system to make that happen."

I was wondering if anyone had heard more information on these question.

Are any of these questions handled by the changes that are on TC right now???

I'd just like to know why the patch notes on the Test Server Forum sticky thread say 6 weeks, but the others say 3 weeks.

Which one is right?

I want to be able to /citywarn a building or harvestors and they have a week to move it or its gone. Im so tired of useless inactive buildings with empty vendors or just no point at all not even any furniture in them...

You know this will not stop the cross server trade....

it will however stop two things.

1. legit players who are away a lot in real life

2. cancelled accounts ghost characters.

The reason I states that the cross server trade will not be effected because if you are cross server trading, then you can just log in the other server for a bit of time every three weeks.. runs a macro and go to bed...

It will stop a certain percentage of the cross server traded accounts.

I'd be willing to bet half or more. People are lazy...and this will work against the ghost cities.

I have one or two citizens who spend a legitimate greater than 2 weeks away at a time. But my city can survive them dropping for a period until they get back.

If the patch notes are correct at 6 weeks, it's even less of an issue.

This isa good point thta few will acknowledge. It will help some. To what degree we do not know any guessing is just speculation.

However it does send a message that tells those that are doing this exploit just to rank up that it is being looked at and they should replace their gosts with real citizens

This is the biggest change to player cities since inception....

You'd think they'd give us a little umm... official warning?? something... anything!

Edit: I don't mind playing by the rules... as long as they actually tell me what the rules are!

(My city, founded on day 1, is on the cusp rank 4 cusp with 60 citizens and all players have been legit. I stand to lose my shuttle because at least 4 have officiallyleft the game, 2 are in the process of moving, etc..

I think there should be some change, but to just change it without an easily found official notice is upsetting.

3? 6 weeks? Will I lose my people on patch day!? or 6 weeks from patch day? Is there anything being put in place so I can check the 'last login' status of my citizens?

Very very poor communication on this issue... I'm very disappointed.

I keep hearing that "they've been talking about it" but for the life of me I can't find any official word.

At the least they could communicate with the correspondent, from what I can tell... Bajeezus's last statement on the subject was...

"Hey folks. I haven't gotten feedback from the devs or TH yet on this, but then again I didn't post it on the correspondent's forum until Friday afternoon." 1/26 - Bajeezus

My city may lose its shuttleport (we're 7k from the nearest starport) can you blame me for being concerned and wanting details? btw.. my next election appears to fall on patch day...
