Last I checked, the command doesn't look for a name after it and will remove you if you use it. I tried once and it did remove me. I don't believe they've ever changed it.

A: Yes. Just use the /transferstructure command like any where else. (If you don't know how to do it, make sure the person that you are transferring the hall is nearby, preferably inside the hall with you. Target them and use the command. Oh, and make sure they have enough lots free… *grin*) p.s. As with any other property, please make sure you transfer it to a person you trust.
This no longer works if you also use your PA Hall as a Mall (which LOTS of people do). See other post regarding this stealth nerf in pub 10

Yes, someone else can be the leader without actually owning the hall. The PA hall must be owned by the leader at the time of creation(since you must use a PA hall to create the guild) but after that it's only needed for the guild terminal which will tie into the guild as long as the person who does own the hall is a member.
All you would need to do in your situation is get the guild to vote for the new leader and then once he's moved up everything is good to go. You can still own the PA hall for as long as you need to.
