A: Yes. Just use the /transferstructure command like any where else. (If you don't know how to do it, make sure the person that you are transferring the hall is nearby, preferably inside the hall with you. Target them and use the command. Oh, and make sure they have enough lots free… *grin*) p.s. As with any other property, please make sure you transfer it to a person you trust.
I kept the questions that will support some of what I'm about to ask but I need to know if this will work.
I currently have a guild hall and a guild with over 50 members. I would like to change the guild hall out for a Tatooine one so I can use less lots. Now If I just do it I will lose access to the guild So I don't want to do that.
Here is what I would like to do:
Have another guildmate drop a tatooine guild hall. Pick up the original guild hall. Will this keep my guild in tacked and let me admit new members?
Or
Transfer structure to a guildie then as guild leader drop the Tatooine guild hall then have that guildie pick up the old guild hall?
Or
Have the guild align with another guildie to make him/her the leader then have that person drop the tatooine guildhall and I pick up the old one then have the guild align back to re-make me the leader.
What I want to do is swap the guild hall without losing the guild functions? It sounds like any of the ideas above should work? has anyone tried it?

Yes - your guild will not be disbanded if you redeed your guild hall.

Yes - this will work too, buta bit more hassle.

Do the first one you suggested. I've tried it and it works, especially when we had to move our guild to start a city.

Is there a way to tell how many of my guildmates have voted for me? Also, can I determine which ones HAVEN'T voted for me yet (so I can force an election win by removing members, if neccessary).

Just to check, is the five member rule still active? I've seen elsewhere in the PA forum that guilds with 4 members are still running after the first week. If it has changed recently, perhaps a quick edit on the FAQ?
What happens if the current PA Leader quits the PA? Will the PA automaticaly disband?
We have 3 PA Halls, 1 of them beloning to the Leader, who might be leaving. At the moment we have less active PA members than simple majority requires for setting new allegiance.

Would not make sense at all, but when it comes to game mechanics I have become careful during the past year...

No, if the guild leader removes themselves it will not disband the guild. However, you will no longer have a leader to set permissions and such, so if he/she was the only one able to add new members, etc.. it would cause a problem as far as growth is concerned.
If the guild leader does remove themself from the guild, you can vote in a new leader by having 51% of the guild going to the Guild Terminal and Setting Allegiance to the new person they want to lead, then they can set permissions etc.. It takes about a week for the vote to take effect.
