I've went ahead and compiled my list of our Top 5 and the order they should go in. I'll begin working on the first draft and will hopefully have that up soon. I'll also start a Wishlist thread soon so we can begin compiling our overall wish list for PAs to go along with the top five.

I have no problems discussing it here, just not sure how much I could really help. 
I know that the city caps are 25 level 3 and higher on Corellia, Tatooine, and Naboo since they are the main planets.
Then Dantooine, Lok, Rori, and Talus are 50 I believe since they're adventure type planets and less used so they can handle the extra load. And if any city drops below the required users, another city will take up its rank and get upgraded. I believe it then becomes based on which city has the most citizens. But of course, you can't skip levels either so it would still take a while to go from 3 to 5. And I also think that the level 4s and 5s are capped at lower numbers than 25 each. I think its something like 5 level 5s, 10 level 4s and 10 level 3s. Those numbers could be WAY off though. I haven't stayed current on the City knowledge lately, though I should polish up.
Politician forum is the place to be though lol, I think I'll go visit there myself.

My nuber 1 problem is this. I have a guild I started with 2 people. It has grown into a 70 person guild with 55 of them still playing. Not to bad. I am adding new people 2 a day it sems I am running out of room. why am I running out of room.. Well I am only a levle 3 city. I have enough for a level 4 city but I can not move up to many large citys on the planet. This is not fair. I mean some of the other city only have 55 people. why should my guild be made to stand by and wait when we are bigger then some of the guilds with shuttleports? I thinhk if I can get up to 85 people I should be able to skip level 4 and go to level 5. I like to get that fixed. just my thoughts here.
