I don't see a PA Leader profession ever being added to be honest. There are much more needed additions to the game other than something people would be required to grind just to lead a guild, I'd rather see the features and abilities automatically granted to all guild leaders by default. But perhaps a guild leveling system to earn more features that the guild has to do, that I could see as a beneficial thing.
As for Jas, she has actually left the game completely. Real life got in the way a couple months ago when she resigned as Correspondent and left shortly after. That's why she hasn't been around on the boards at all.

That could be a very interesting way to approach guilds and the ranking system and certainly some out of the box thinking. Good job there! 
I'll have to think on it some for sure, it has some potential. Let's see if we have enough support from the community to attempt something like this. I think what could happen is that the only way to do this is of course to join the guild and if you leave your guild you lose the progression (Since you'd be going to a new guild or staying neutral).
I would think the leader would also be able to grant the XP based on behavior, etc.. Each actual block could be a rank, with permissions like Guild Email, sponsoring, etc..
The thing is though, we'd have to get the GUI for guilds redesigned first for this to even be feasible. But we can see what we can come up with in the mean time (Though I could probably say this type of addition would be a long ways off, but that just means more time to refine it)

If we can hammer something out like this, I would want it to be a complete solution. A PA revamp if you will. The interface would have to be completly redesigned. Guild features added. Advantages to the Profession model is the code is already there. All they have to write is the UI to create the PA definition.
To expand, yes the guild leader(s) would be the source of XP, and every guild has there own version of the guild profession, so if you leave the guild, you surrender all skills in the guild.

I am actually excited about this. With the drop in lots, I can actually move out of the PA Hall, and into a house, and still have room for a couple harvesters for my shipwright alt. lol

What a great time to become the PA Cor! First lots get equalized at 7, then lowered to 5, then items increased to 400....
....just teasing...
I'm thrilled to see the changes.....now if we could get the interface udated, private vendors, and our guild rank listed in our bios, I'd be content.

yea in part, but its up to the corr to bring these issues to them and push it to change.
and you've done that well from our point of view.

The item cap limit increase is defintely music to my ears, I'd lost hope months ago, and when i scanned accross that I nearly fell out of my chair, please continue this progress the devs are making out there, things are looking brighter, but we still have alot that screams to be improved.
