On the guild terminal I have a declaration of war present.
what do these symbols next to the challenging guild me?

Right i *think* = is no guild war and < and > means there is a guild war. i've only had one guild war before and i was confuddled then as to what the symbols mean but as i said < > means thee is a guild war but the man with the answer's will come along soon, maybe

It actually explains what every symbol means on the guild terminal when you select the war option. The text after the symbols follows the order they were in and explains what each meant.
= Means both guilds have declared war on each other and it is in effect.
< Means you have declared war on another guild, but they have not accepted.
> Means another guild has declared was on you, but you have not accepted.

What does declaring war achieve? can the members of the guilds involved attack as if they were overt at any time?
does this work with internal (faction) wars?

Yes, it makes it like both guilds are Overt to each other so everyone is attackable regardless of their faction. That includes crafters and entertainers.

Would be great if they implemented the same thing to PAs as they have done to the GCW, letting you choose to be a civilian, covert (PvE)or overt (PvP) Rebel or Imperial.
What if we could go to our PA halls and declare ourselves a civilian, PvE(?), or PvP in case of a guild war?
This would have solved the problem with crafters getting slain, and a guild leader / guildofficerwould always know that he would have fighters available. Guild members status should be available to read in a list for the guild management.
Having this option would seriously make PA life much more interesting!

How does the new system affect Guild wars? Anyone know if group TEFs still exsist for guild war?

No TEFs exist. Guild wars makes both sides attackable towards each other only, no one outside of those guilds can attack the other people unless they both are special forces.

Actually, according to the terminal, you should reverse the meanings of < and >. < means war has been declared on you but you have not declared war. I bring this up because two of my guys were attacked by members of another guild this morning. I check the guild terminal, and lo and behold, another guild has declared war on us. We have not accepted; there is no equals sign in front of the other guild's name. My question is why are our members attackable if we haven't accepted the war? That's forced PvP.
BTW, it's not a GCW thing, both of my guys who were attacked were on leave.

They are not attackable unless both sides have declared war. So that shouldn't be possible. If you have a friend in a guild other than yours, declare war on that guild and see if he's attackable to you without excepting, if he is, then we have a bug that needs to be addressed.

I just went in game and tested the Guild War feature on live. It did NOT let us attack any guilds we declared war on unless they accepted first. I tried it with a Neutral guild, a Rebel Guild, and an Imperial guild. None were attackable since they didn't accept the war.
I'm not sure how your guild members got attacked, but I don't believe it was with the guild war system since I couldn't attack anyone we declared war on. They might have got scanned, could have got dueled, maybe even hunted by a BH if they were Jedi. I'm not sure how they got attacked, but from my tests I don't think it was the Guild War system.
