With all the speed mods, what is it. I have heard that a 3.0 speed weapon is the fastest it can effectively be (any lower is pointless). Also heard that 3.0 acts like 2.0 speed

I would really like to know where all of you hear such crap. As a master pistoleer you can not fire a single special, except health shot 1,at the speed cap, which is 1 second, with a 3.0 pistol. You can find everything here:

A Master Pistoleer can fire the default attack at the 1 sec speed cap with a 4.0 speed Pistol, but that's pretty useless since special attacks are a must for doing more damage.
With a 3.0 speed Pistol a Master Pistoleer can use BodyShot1 and HealthShot1 at the 1 sec speed cap, but nothing else.
With a 1.3 speed Pistol a Master Pistoleer can fire every Pistoleer special at the 1 sec speed cap EXCEPT Multi-Target Pistol Shot and Stopping Shot (and LastDitch if you have Smuggler).
You'd need a Pistol with a speed of 1.0 for a Master Pistoleer to use Stopping Shot, MTPS, and LastDitch at the 1 sec speed cap. If you were a Master Pistoleer with Master Marksman you could do it with a 1.2 speed Pistol.

you could get a like three +7 tapes (or more) and you'll hit the speed cap with all specials with most pistols!

I am master marksman and pistoleer, I think the total speed mod is around 79 or something
both of my krayt weapons (LP and Geo blaster) are at very high damage and both 3.0 speed. I am wondering if its better to use them over faster less damaging versions (I also have a 2.4 speed, 415 max LP)

Somewhat correct, but a little off. I can fire at the speed cap on all attacks (except multi target shot) with a 1.8 speed pistol or faster. I don't have any slower than that so I couldn't tell you about anything higher than 1.8 and up. I have time stamp turned on and my stopping shot with a 1.8 speed pistol caps at 1 second every time. Fan shot, body shot 2 & 3, stopping shot and pbs2 pba 2 all fire at the one second cap for me. I am only a master gunfighter for combat with no speed mods. I only have +74 speed. Turn time stamp on and you can truely see what really happens while in combat.

First of all, the numbers that I gave were obtained using the DPS calculator here:

Secondly, it's impossible (quite literally impossible) to fire StoppingShot at the speed cap and NOT fire Multi-Target Pistol Shot at the cap. Why? Because MTPS has a delay mod of 3.5, and StoppingShot has a delay mod of 4.0. MTPS will always fire faster than StoppingShot.
1.8 speed * 4.0 (StoppingShot) = 7.2
7.2 * 0.26 (Master Pistoleer speed mod) = 1.872
1.8 speed * 3.5 (MTPS) = 6.3
6.3 * 0.26 (speed mod) = 1.638
So, not only are you firing MTPS faster than StoppingShot, but you're not actually firing StoppingShot at the rate you think you are. It appears that the Combat Log is not an accurate way to measure your rate of fire. Don't know why that would be, but according to what we know about the speed equation you're not firing as fast as you think you are.

Ok heres my situation. I have 2 Geo pistols and 2 Launcher pistols. Can't decide between them.
Geo pistols:
2.1 speed, 133-278 non krayt with 776 DPS fan shot
3.0 speed, 179-395 krayt with 759 DPS fan shot
Launcher pistols:
853 DPS for fan shot on 2.4 speed, 101-415
757 DPS for fan shot on 3.0 speed, 117-456 (much more expensive than first)
Which geo and which LP should I use. This is with master marksman mods at +79 speed mod

These are pvp weapons by the way - not sure if that changes things.

Yep, its correct. If you look at the speed function, the graph becomes expontential as your weapon speed modifier nears 100. At 100 or greater the speed becomes negative and just caps at 1 second.
My advice would be to try to get your speed up around 95 w/ attachments, then you can shootany pistol with speed of 5 or lower at 1 second specials. If you get to 100 then you can literal shoot any speed pistol at 1 second w/ any special.
The speed equation is the same for all professions. If you get up to 100 then you can do 1 second specials.

I thought you pretty much answered it yourself. With your current speed mods the lower speed pistols will do more damage for you. If you increase your speed mods w/ attachments then the higher damage pistols will be much better.

The combat log tells the truth right? Honestly after viewing several thousand screen shots this morning I don't think that it does anymore. As far as the math goes, you are correct. But how do we explain these?

I am not calling you a liar in any way, but what do these screenies tell us? Even with my clock with a second hand on it sitting on top of my pc (helps for timing a lot of things for combat) matches up to the combat log as far as counting seconds goes. I have no clue, I just read the combat log and watch something drop in 8 seconds from 8 shots or 23 seconds from 23 shots..........so on and so forth.........
