Absolutely nothing. The combat log isn't necessarily accurate down to the second. When you fire a special move the game sends that information to the servers. The servers then distribute the information to everybody (the person you're shooting and anybody else nearby that might see it and also to you). The Combat Log most likely gets its data from the servers in this fashion (since if it was done client-side there could be errors), and so network latency would prevent it from being as accurate as we require it to be for this discussion.
*EDIT* Looking harder at the screenshots shows that the Combat Log is absolutely the most inaccurate way to measure your weapon speed. In this picture:

You use FanShot six times while the log time reads 14:56:42. That would mean you fired the gun six times in one second, but since the speed caps only allows you to fire once per second that is obviously impossible.

The math is all pretty simple. You need to look at it not as how much damage a weapon does in one shot; but instead consider how much damage a weapon does over theextended period of time it takes to get a kill/incap. Unless, of course, you're killing things in one shot; in which case this is all moot.
If you have 2 weapons with the same damage and one is faster; then the faster one will always do more damage over any period of time. Always choose it.
The reverse comes into play when talking about the speed mods, because at some point most (if not all, as has been explained) pistols will all be firing at the 1 second cap; so at this point the higher damage pistol will always be the choice for doing more damage in the same amount of time. Both pistols will get the same number of shots for any given period of time.
The confusion seems to set in when talking about a faster pistol with less damage. If you have 2 weapons and one is faster than the other but the slower does more damage; then you need to consider how long it will take, on average, to take down the target. In the question posed above, one Geo blaster had a max of 295 damage and a speed of 2.1 seconds. The other Geo blaster had a max of 395 and a speed of 3.0 seconds. It only takes11 seconds before the lower damage but higher speed pistol overtakes the slower pistol for total damage done, on average. At 10 seconds, you can get 3 shots off with the 395 damage pistol and 4 with the 295 damage pistol; giving a slight edge of 5 more maximum damage to the slower pistol. At 11 seconds, you can get off 5 shots with the faster pistol and still only 3 shots with the slower one. From this point on to the end of the battle, however long it takes; the faster pistol will always average more damge than the slower pistol. Of course, runs of bad luck can skew these results; but I guarantee you, given the small range of pistol speeds from about 1.2 seconds to 4 or so,that the faster pistol will always be the better one for battles lasting longer than just a few seconds. Always, unless as I noted above your speed mods take you to the speed cap; which makes the higher damage pistol the choice.
Exactly. When you have enough skill mods to make the slower pistol just as fast, then switch over to the higher damage pistol.
Don't forget resistances. I saw someone the other day trying to kill a Lok sulphur pool mynock with a DX2. Not a good idea, since they have 100% resistance to acid (and 100% to heat and 50% to energy). Heh. A geo blaster or an old-fashioned slug-thrower for the kinetic damage would have been the better choice.

I have over 50 krayted pistols, all of which are 1.8 and faster. I just listed the 1.8 since it is the slowest and the one that is questionable as to whether or not "IT" speed caps. My 0.8 speed FWG5 speed caps, along with all of the others from 0.9 - 1.8 and so forth. Also, I am starting to disbelieve that pos time stamp since it doesn't make much sense after I have now looked at over a few hundred combat logs proving it's unworthyness.
