If you have a speed sliced pistol of less then 1.5 speed then Body Shot III works better.
I have tested this on mainly diff. higher level mobs on Naboo (and Dant, Endor, but Naboo is easier to get less aggro) and if you have a pistol with good speed it is much better.
Now if you don't have a speed sliced pistol, then yes until you get master BSII will do more DPS.
Thanks Phil. That breaks it out nicely. Sucks that they have not fixed that yet. I was looking forward to something new.
Since it strictly does more damage, do the dev's even consider it broken, or are they just waiting for the proffession balance pass that is coming next month?

I think pretty much everything is on hold until that combat balance. That's my sense of things, at least.

Sadly, yes. Plus it has the high HAM costs of a knockdown move, which makes it doubly worthless.

Well think about the variables at work there, Alistaire. Let's take one, for instance --"before it would find me" ... sometimes the Torton will find you more quickly than other times. Another variable -- how good your bleed was each time. Every encounter with a creature is a little bit different, and it's bad to compare specials based on your encounter with one creature.
My suggestion, if you want to test it out, is to get another player and use the /log command to capture the combat spam. Yes, the timing isn't very different, but a half a second per shot is very substantial because you're spamming the special many times per creature.
Phil I understand the math that you wrote out but from my own personalexp. this is not the case.
Body Shot III is better then Body Shot II
While the formula may say other wise, I have killed enough poor Bolle Bols on Naboo to see that BS3 does more damage quicker then BS2.
My exact gun is this:
62 - 267 .9 speed (gotta love speed slice, and YES I KNOW you cap at 1 second) Krayt FWG5
If I get a chance this weekend I will try to get some stats, but visually (and with my group mates who DID not attack) we noticed a difference with BS3 over BS2.
It killed them quicker no doubt about it.
