I'm a Zabrack and have my mind secondaries maxed out and still can't wear a full set of comp without Vasarian Brandy along with buffs.

I've found that armor is of questionable use to the unbuffed Pistoleer. It's hard to prove mathematically, but I seemed to hurt myself more with the encumbrance than the damage I avoided unless I used buffs of some kind (food, doctor, spice, etc). For PvE, at least. This wasmade worseby the fact that a Pistoleer has to fire so many shots to bring down his target - those increased HAM costs really add up. That doesn't mean it wouldn't help to wear a piece or three and down some consumables, for the Pistoleer who doesn't want to mess with finding a doctor.
Ialso prefer that sleek, "I don't need armor to kick your ass" look.
It makes sense that armor wouldn't work so well for us unbuffed. Prelaunch the developers said they seldom expected to see a ranged combatant wearing armor, and certainly not a full suit. That went out the window when armor reached 2-3x the anticipated protection and Doctor buffs reached levels of insanity.
