I don't know of a better time to publish them that right now. I don't want to look at the documents one week before JTLS hits the shelves and I am busy with space combat and delving into that part of the game.
Also, I have not seen TH's post about the documents being ready. If you happen to have a link to that, please post it as I would be curious to see it.
What impact could JTLS have on the ground game, by the way?

The documents are not ready. I don't think Thunderheart said that. He'd be inviting riots if he did. Here's what he just said in the stratics dev chat:
"We will be talking about the Combat Upgrade very soon. I know everyone wants the details and we are working to further develop them. We will release more information soon."
There had to have been some massive setback, and they aren't telling the correspondents about it, they're just stalling for time. It isn't fair to you guys.
It is true however that the documents aren't ready (they know they gain nothing by withholding information). Right now the docswould cause more questions than they would answer.
