I finally got a reply from customer service. Here's basically what I was told.

FIrst of all, they called it a "republic scout blaster" which is idiotic...leading me to believe they thought I was talking about the scout blaster...

but what CSR GriffinR told me was that the republic blaster is a novice marksman weapon. Does anyone else but me find this information disturbing?

I think he thought I was talking about the scout blaster, and not the republic blaster. Also my first csr ticket was forwarded to the testing department, so hopefully they will take notice soon and fix it.

I don't have a cert, but am using one and love it, to hell with the FGW5.

however i am a master pistoleer, teh gun is a little much for novice marksmen, but i have heard they can use it/

I have no cert for it, but when I equip it it gives no "You are not certfied for this gun" message. These are very nice, mines 330 max damage with a poweruup. And they can be enhanced with krayt tissues, but you will need 3 tissues. BTW I am a zabrak.

You know whats funny my Master Pistoleer...does not have Republic blaster cert .but... my archtect does with NO COMBAT skill at all... no marksmen AT ALL... this is just funny to me..it's good gun but sucks... cause can't use..

I am in the same boat as you. I too had a Krayt Republic Blaster made out of high-quality tissues and materials at great expense. I was fully aware of the risk, however. I just figured that once the certification was fixed, all pre-existing weapons would respond to it. I guess this is not the case, and I lose. Unless I can get some sucker to purchase it somewhere down the line... lol j/k that would be wrong.))

What are the stats on your gun? I seem to have no problem with Rep. Blaster. Albeit I have a new one. I might be interested if You will allow me to equip it and test it onsome critteror something to see if it does work for me.

The reason he's having trouble is because his Blaster was made before the patch ... only Blasters that were made after the patch work. I've asked the Devs if we can get the pre-patch Blasters to work -- no response yet.
