Yea you would get batter over time, however a person would have to be incredibly skilled to shoot both guns at the same time and actually hit an object. It just seems natural that it would be at a very high level to use it and actually be effective at taking down a target. Besides just from the game standpoint it would be a nice perk as master. Almost like a badge to show that you're a true pistoleer.
