You should get it at novice but make it really hard to hit with like a flamer is at novice commando. SO i will have to choose.

if and when they grant pistoleers the ability to fire two pistols at once, it could effectively double the damage output of the pistoleers. especially if the pistoleers have bounty hunter mods.
by allowing the skill to develop over time, you dont cause all non-masters to be stuck hitting half as hard as masters in every situation.

Depends on who it is implimented really. Does dual wielding mean we do double the damage? That would be somewhat unbalancing, there are many possibilities of what dual wielding could be - two different types of pistols with diff damage that alternate in firing at your single weapon speed, or fire at the same time but at half speed or fire at the same time at your single weapon speed but with less accuracy, etc.
I think if it is done correctly, it shoudl be implimented before master, but perhaps not early on.
Again, all depends on the details.
