My b-22 rocks. i have it set up pretty good. don't have the heavy yet, but i am working on it.
A friend of mise who has it, uses a good engine and EO3, and she moves good, enough for PVP if it wasn't for this bigger hitbox than most other pilots will have in DS.
For PvP, as much as I hate to say it, the B-22 is probably your better bet. It's maneuverability is much greater then the Heavy X, while not really sacrificing a lot of firepower. It's dual gun mounts are more then enough to drop a player in one pass, if you have good guns in there.
Reason I hate to say it is you will then be equated to about 70% of the people out in Deep Space all flying the B-22/JSF, and might get told a few times to fly a real ship.

The X-wing, whether it is the heavy or standard [though the heavy is the obvious 'easier choice'] is one of those ships which fall into my 'acquired taste category'. Basically this means, you have to fly it in a certain way and mindset to get the most out of it. Take my A-wing for instance [sorry, no post escapes a mention of my Awing]. I set it up for high speed high manouverability encounters with the intention of not getting hit at all and make use of it's high AoA and low front profile in order to maintain a position where I can 'face' my opponent from almost any angle without them facing me.
Now while this is the goal of every other ship too ideally the X-wing has the mass..[and the large hitbox] which means you needs a. ultimate stopping power and b. shields which are plenty good. Chances are..in pvp, you're going to take damage. Canon related too...the x-wing is a ship which was able to keep flying after taking medium damage too so bare that in mind. I find my own, with a lvl 10 re'd engine is great if I -have- to get evasive, but otherwise, I'm aiming to one shot my opponent in the first pass. The X-wing has awesome weapon spread after all and three weapon slots to boot. 180k mass is also a God send so you can pheasably fit in a lvl 10 re'd engine, lvl 8 shield/mybe even lvl 10 if you want but mor eimportantly, try three lvl 8 re'd guns or if you're a standard type of guy, three lvl 7's. Fact is, any total damage output on a starship of about 7k weapons wise is going to seriously hurt you're opponent no matter what they're in.
Now as for the Belb, well...it is great in all areas. In fact..it is so generally good, that I can't think of how you'd go about 'specialising' it. /shrug. I guess you don't have to specialise..the scope is so wide. Basically though, if you pvp, you can't go wrong with this ship. If its pve though..well its good but the standard x-wing I'd say wa sbetter even.

That's not to say that you can't get a B22 as well. They go for about 300k on my server and you've probably made that in cred chips from your tier 4 missions, so if you can get one, go for it.
The only word of warning with the Xwing is if you want to try for more than one mastery and want to finish up as an Imp pilot, then it might be better to use your mission to get the RGI instead.
I've got pretty much all the neutral/reb ships (plus a JSF) and I found it's a kind of love at first flight kind of thing. I can see the benefits of the JSF and B22 but they just don't seem to flick my switch (the B22's like a space going 70s caddy to me). My heart has always been with the Xwing since I was a kid, and the first time I flew the Advanced, tricked out with my best RE stuff, I was sold.
If you have the cash, get as many different ships as you can and just try them out. I think your heart will let you know pretty quickly which is the ship for you.
