The way i see it the heavy X is good when you first get it and dont have much RE'd parts (low mass) andeven betterwhen you do

The bel22 is just fast and you may take longer to kill stuff but they are going to have a hard if not impossible chance to hit you (PvE)

Really cant go wrong with either (but i would say that considering my two pilots fly each exclusively atm)
