Trust me, you don't want to run into Kitten. We've had up to half a dozen pilots trying to tag her for 2-5 minutes running before. She's got a couple partners in crime up there who are almost as good.
Fights with ace light fighter pilots don't always last that long, and the judicious use of missiles can really cut down on dogfighting time, but the evasive ability of some pilots has me hesitant to think a straight damage reduction is a good idea, particularly before droid commands are fixed and if there are more creative solutions to the issue.

LOL, lemme put this into perspective.
Lvl 3 Guns do up to 1000 dmg.
Current weapons that players are using do between 1500-4200 dmg. (lvl 7-10)
Lets assume average across that range is 2800.
Your example of stepping down to lvl 3 guns would be equal to there being a pvp dmg reduction of 65%. That seems higher than what most ppl are wanting.

Assign one or two fighters to keep tabs on the "evading awing", have the rest go about their business (ie: blowing up what ever else is available). The a-wing pilot has two choices attack the ships "ignoring" it, which would make it's manouvers predictable as it tries to line up shots. Or keep on evading. Either way you neutralize the a-wing threat.
Having a whole squadron of people chasing one fighter just doesn't make sense.
