Pay the money and switch over to Starsider. Starsider has an active JTL population and you should have no problem finding help. I am a storm Squadron Ace and can tell you that the first 2 Tier 3 missions were hardest, but I did them with a pilot progressing at the same level as me. If you go out with an Ace, you should have no problem getting this done at all.

I have heard from many people that certain servers are empty in space. If yours is this way, perhaps you should seriously consider a server switch if you enjoy JTL. I was lucky enough to be on a server that has an active space population. (Tomo, our correspondent, is on Starsider, btw.) Space is more fun with other people...
