Sounds to me like you want to take player skill out of the game and make it like ground skill. The more mods you have the betteryou are. If you put in +manuvering mods you effectively ruin the current game as it is now. We have stats on chassis and engines that determine how manuverable you can be. Add that to how you are as a pilot and you determine how good a pilot you are.

You can't do that in your system. If it's like the ground then this game is effectively ruined.

Character progression is fine just how it is. The game is meant to be twitch based, and your skill is dependant on your personal skill as a player, not your toons. To adopt a new system, you'd have to totally rewrite JTL. Most of the missions you receive are related to progression. It would turn the game upside down.
Any space revamp should start with fixing WO3, and then re-evaluating Droid commands as a whole. If there is a system that needs tweaking, droid commands are it. Then maybe pilot special ablities that NOBODY USES more useful! (outside of Bstrike and epluse 3)
After that i would say, a balancing between faction capablities is in order if they want to fine tune balance in PvP - which ill wager is a very low priority for sony. They'll balance the game for PvE first, thats the reality. In which point, revisiting droid commands would do just that.

There r a few good ideas in this space cu but all to complex the curent system is much better but a good idea for space mite be to let smugglers slice ship components now that would be interresting.

Be careful what you cry out. I would like a space upgrade, but the devs might intrepret it as a nerf.Your ideas are incomplete for combat rolls. There needs to be captital ships on the player end of rolls. Examples:
--Light capital: Nova, souped Y8, Lambda.
--Cap vs Fighters: Gunboats
--Capital superiority: Corvettes
--Cap vs Cap: ISD, Mon Cal Cruiser
--Super Cap ships: Super Star Destroyer (fun but unlikely)
By saying upgrade, I would like to see an increased crafter role in JTL. I want Flight formations and group sizes tobe un-nerfed.

Thats not even remotely true. Especially when you consider that anyone with any interest in PvP is going to be a Master Dogfighter. So everyone at the same progression level will have the same advantages anyway.

That is what you're calling for. Even if you don't realize it. If you put any kind of mods like manuvering you are in affect taking the skill out of the players hands and putting it in the toon. Which you then have just made like the ground game.
If I wanted to only be a dogfighter then I would fly an awing or Interceptor. If I wanted to be a bomber I would fly a tie bomber, bwing, or ywing. Why should there be different trees to go up for each one when piloting in JTL is strictly player skill? Which allows you to choose among different ships on your chosen side.
No, JTL should be left as it is. If anything is to be done then it should be with the commands, like WO3, which Ducimus pointed out earlier I believe.

Then I see one problem with your plan: If it's al just one thing, then how do you figure a rebel and imperials standing? The way you're saying it certs would have to be universal so you could have a Rebel flying a Tie Adv. Which that is a fallback, and currently there is really nothing wrong with pilot except your bug here and there.

I like your ideas except for one, the leveling system. The system does not work and should be revamped entirely. I liked it better when it was skill based, not skill LEVEL based.
In my personal opinion, the space game is fine. Needs some fixes (won't go into detail as to what) but all in all, its a much better system than the ground game.

Your space faction would be the same as your ground faction. Ships would work just like faction armor. Rebels can't wear storm trooper armor, so they also couldn't fly a TIE Advanced.

Great example of somebody blowing the whole thing out of proportion. When I say, a column that reduces lock time, I mean like, 5% per level. So in the end, its 20% faster. I'm not talking about 1 second lock ons, I'm talking about a slight improvement for having the skill tree.
