Sorry hit the wrong button and posted before writing up my Idea. Basically was wondering with all the pilots still in space scattered throughout the different servers it can be hard to find a group or PVP so why not try to set up alt's on a specific server for those times you just got to find a another player.

A little more to explain the Idea.
Ok the basic idea is that many pilots are complaining that they can never find anyone to help with a mission or that DS is empty, so why not set up an alt's on a low population server. By going to another server with an alt nobody has to give up a character they have invested in. each pilot can just play on their alt when they are unable to find action on their normal server or if an appealing battle comes up ( a raid on Deepspace by several sqaudron's planned a week in advance anyone).
I was thinking that we could set it up so that there are two major cities to meet and group with other pilots or set up a PA for each of the two major factions to join with the freelance pilotsjoining one of those since they will need to be aligned with a faction to complete master and enter deep space. These locations would also serve as a staging area to fly missions or create squadrons for DS runs.
I have met numerous other pilots who are desperate to find someone to help them with missions even though they are in largish guilds let alone the Pilots that are new to the game and have not made friends with any groups yet. By using a server that a lot of pilots frequent we could help those pilots out if they are not dedicated to their current server or are just frustrated enough to give up and start over.
I am aware that this would take a lot of work that people may not be interested in doing just trying to come up with something that might help.

to belong to one of the 2 guilds you could be required to set up harvesters to fuel the guild ship wrigts and you can give them the rescources in exchange for ships...it could work, it would require planning though. I would be willing to participate in this and help lead the imperial side of things, it sounds like a really good idea if we could get a fairly large amount of intrest. What server could we use? Tempest ( my server) is fairly low population and has a bunch of shipwrights so there would be no problem getting ships and components.

Seems viable enough if you're "just a pilot".
I, on the other hand, am a pilot and msw for my guild (and a few others), and it's all I can do to keep things rolling on 1 server, let alone splitting my time between 2.
Although if it's on a server available to me I'd probably be willing to donate lots for static harvs to help out -- understand though that the person/people running it would need to be "a respected community member", since the entire system would be honor-based.

Test Centre would be a good place for this.
Three characters, 30 lots, decent community there, and you get to try out all the new stuff first.

I had not thought of Test center but now that it is suggested it does sound ideal. In addition to the other benefits listed it alleviates some of my concern of people not wanting to give up their main character on a live server with their regular friends. I do not know much about the Test center community how likely is it that they would be willing to have the occasional influx of people that this might involve, I do know that there are some hard feelings when people come just to play with "Blue Frogs."
The levelof interest while not great does seem promising enough to pursue it further. As Vidus mentioned The People responsible of this would need to be known and respected, as well as having a true talent for people management. Can the community suggest people that might be interested in trying to organize this? It may seem crass to try to pass the idea to someone else but as I am new to game and unknown it might be best.

as a way to prevent the time drain what about PVP battles in starter ships only? at least to get things started.

Another thing to remember is, if this is created on Test Centre, we would have a great way to give feedback to the developers about the state of some aspects of JTL. And hopefully it will help the new pilot correspondent to have some monkeys to help him/her test

we've been having organized space battles on starsider for a while now, if alot hardcore pilots from other servers moved over we could have some HUGE events.

Yeah, Starsider's been doing some great stuff pilot-wise. We've been having large-scale battles every couple weeks--20-40 pilots to a side, some tremendous clashes. Both factions have some gung-ho guilds devoted to JTL, too, so if anyone's interested, we've already got a pretty solid infrastructure to build more PVP on.
