Don't confuse the sparks with the electricity effects.

The electricity particle effects only happen on your screen after shuttle loading or logging in, basically only after loading, and then you have to move around.

I think considering the Pikeman proffession has a whole bunch of problems at the moment, it probably wasnt wise for the devs to make this item so difficult to obtain.
