Yes, it does.
Actual damage by the lance itself, however, will be reduced by 50% before the armor resistances come into effect due to the lack of (light) armor piercing.

Yes it does - as long as the condition is 1/1 you will notice that it will not do any normal damage - but the dots will still be just as effective. Might i suggest not solo pvping with it though - would be useful in a group where you can hti with a dot - back off and reequip - then reengage

And weapons have been confiscated by CSRs that are like this. It's unintended.

morrimoto hmm? did you happen to play on sunrunner? i had a friend on either eclipse or sunrunner who i would compete with lances to see who had the better ones . My Names were Mecca, Misual, Selenas, Babylonia, Essense, and another guy that i cant remember currently
