Armor shards, not the bicep piece (that I know of) are still dropping. I don't know much about them, but got three or so the other day killing NS Rangers and Rancor Tamers. Also got some padded armor segments or some such of the myriad Rancors I had to kill to get to the NS Stronghold. I'll post some stats on here in a bit and you guys can tell me if this is what you're looking for or not.

Um for the record if even possible the chances of getting 15% ns layers between zero and none. I looted exceptional ones and they were 11% some else did the same and theirs only 11% as well. 15% may well drop but would not bet the farm on it.
