The thing that will prevent them from doing this is that in the process of giving the buff, you must select the buff from a window that pops up to be able to apply it. This isn't the case with the "General" buff, which you don't have to select (or do anything) to apply; but for all other buffs, you must select the buff from the window, something that cannot be done through legal means.

Correct. This would just attempt to start an inspiration on a player named weaponsmith and a player named chef. It would not select the particular buff.

No.
The rate of application is the same for a novice ent and a Master Musician - 10 minute buff for 10 seconds listen.
The musical enhance skill determines the Max Duration of the buff. A novice ent can only give a 1hr 18min buff, a Master can give over 3hrs (a quad master twi can do 3hrs 28min, there seems to be a slight mix with dance and music but we aren't sure on that)
