Well I was gonna add my thought that it was ORIGINALLY supposed to be someplace in Pub 9....

The only question I have is if they are, in fact, concerned about the new dance. We haven't heard anything from them regarding that. All those dancers in that Feedback Thread don't even know if their feedback was of any value to anyone, or whether anyone read it. It's well past the time for someone from the Dev team to get in there and just say, "We're looking into the dance problem."
Is that really so hard?
A Jedi issue regarding Whip's quest was asked 3 days or so after our Feedback Thread got posted. That got a reply from Thunderheart today that they're looking into it.
I fail to see why we're being left in limbo or don't deserve validation for our feedback.
I am still waiting for a proper explanation of the xp requirement. The excuse of needing a cost for the song/dance is nonsensical. Completing the quest is the cost. If the Devs think their own quest isn't enough to provide a reward for, that's their problem, not ours. They've had lots of time for working on this or adding more to it. Penalizing us for their lack of content is a terrible way to treat us. I don't play this game to make up for Devs' slack. I'm sorry, but that's how I feel. I feel like I need to toot away on my little horn because the Devs think their own quest isn't good enough to reward a song or dance. That's not right.

Sure, I wish the quest had 15 legs and took five days to complete. I'd love that. But there are a couple reasons it's not: (1) We'd have waited another year for it; and (2) Even if the devs had spent the extra year doing it, peoplestill would've complained about them. The solution they came up with -- shorter, fun quest, plus XP requirement -- gives us the song sooner, and it's a reasonable compromise: amix of quest and XP.
In every MMMORPG I've played, the most important rewards require an investment of time, usually in the form of XP. Your main argument seems to be: other professions in SWG don't have XP requirements for "extra" content. But they are starting to get them, in Jedi, and more are coming.
As for the dance, best to take that up with Panthu in her forum.

After more than a year of ignoring us and leaving us with broken and unfinished dancesand no new music? I expect them to give us the dance and music, I expect it to work and I expect them to get down on their knees and kiss our hawt-panted butts for it taking so long and being so little. What we are getting, if we ever get it, is too little too late.
