A lot ofthe vendors that are empty are likely that way because the owner hasn't been there in weeks to fill them up. This will fix that. It won't fix everything but it will remove those dead vendors from the map.
TH said publish 9 but I believe he misstated. I believe this fix is still slated for a mini publish between 9 and 10..9.2 I think but I'll confirm and get back to you.

Which is fine as long as the list goes to 10 instead of 40. People are going to select primarily based on location on the map rather than location in the list, but right now, it's common to see lists of 40 or more vendors in some categories, and I am sure that many good vendors do get lost in the middle of the long lists.
Of course recently I've had more luck with going to vendors that are most recently recently registered. I figure those at the top registered pre-holo grind (and therefore *might* have good stock), those at the end registered recently enough that they probably have some stock (though it might not be great) and all those in the middle are empty hologrinder vendors (which isn't at all fair, but I can't go to them all).
If there are 10 vendors and I can guarantee that they a) have some inventory and b) that the owner of the vendor still has advertising 3, then I have a decent amount of confidence that it's a good vendor (of course the statement at the fanfast didn't address advertising-3).

I would settle for number of items in stock and average price per item.
