I'm not sure if sales tax ever went to someone other than the merchant. But we tested this in my player city a few weeks ago to confirm the rumor that the tax revenue went to the merchant rather than the city treasury.
The dev team is aware of the sales tax issue.

When you look at your Skill screen under mods how many vendors does it say you are allowed?

Be careful with this one. It was bugged on Test. What is happening is players are getting the sales tax and then when the city updates all the sales tax that the player received is deducted from their credits. I never did check to see what happened if you dumped your credits onto an alt or someone else when it came time to collect. But this is defintely something that is still buggy.

The other question I have is can you create a 10th? If you remove one of the 9 does it work again? I'm trying to see if the issue is a miscount or a missing vendor somewhere? Please make sure you file a bug report and a CS ticket on this to see if we can track down where the issue is.

Just dropped management 4 and retrained it to see if this helped. I didn't! This is a game breaking bug and needs to be addressed immediately. I hear that this was reported on TC and yet a fix was not implemented. The map problems I can live with, as well as the other minor annoyances. Not being able to load up a vendor is a game breaker and needs addressing. I had to borriw lots from people for storage who will want them back shortly and if I need to destroy over 1000 stock items due to a bug I will most unhappy!
Any backpacks in the vendor with stuff in it? Just a guess, but is it possible that backpacks with 50 items in it are counted correctly, but displayed as 1 item?
Vendors of other players in the PA hall are showing up - they are not master merchant though (maybe that is the problem).

The message about too many vendors is distinctly different that the one about too many items. It sounds like either you have an invisible vendor somewhere screwing up the count or the code isn't properly counting your Vendor skill. The former can be confirmed by a CSR.
