It is no exploit. The skill says: for INSTALLING a vendor. Plainly, understandable, clear.
And btw.: for all who think that it is an exploit: There are also Skills for INSTALLING Cantinas, Hospitals, Theatres ...
I would like to see all those "Exploiters" who still own one of these installations to loose it and all that is inside.
And: the text of the skill for placing a vendor should be changed to INSTALLING AND MAINTAINING.

It was not an exploit, it became an exploit by the many whiners. That post by TH was done in April, and how long has this game been going - June/July 2003?? A bit of a long time to decide whether it was an exploit or not, they just got fed up of people complaining about the situation, so thought it best call it an exploit, and then spend a few months thinking upa resolution.
The vendor thing is not what makes the merchant profession a joke, what makes it a joke is that you can master the profession without playing the game. I mainly play on Valcyn, but have created a char on Chimaera, and have only logged in to it about 3 or 4 times, since starting Merchant, and played for about 5 mins each time, removing and replacing vendors, and my friend who plays on there more, then teaches me Merchant for app xp, which is the reason I end up logging on, to help him out.My char on Chimaera is a Master Merchant with 6 empty vendors, and got to Master Merchant with only about 1 hours worth of gameplay. Its not my intention to do that, just haven't got the time to deal with the char on that server.
When I first dealt with vendors, I thought you'd get xp by customers offering/buyingitems to/from vendors, not that they needed to be just standing there, looking pretty. Which then ends up by making my Master Merchant on Chimaera a joke really.
Although now, with changes, a little more attention will be needed, but it will be the same.
Merchant would be so much more rewarding with getting xp from the amount you sell at least, and maybe with customers offering items to your vendors, and maybe as an extra challenge, if you don't get any sales after a certain period of time, like say 1 week, then you start losing xp. Sounds more fun that way!

The answer is simple. Because SOE said so!
I do not wad to go dig out the post, but it was in the game guides forum.
SOE may have said so but the ingame text on the subject does not agree with SOE. Bummer that. THe ingame skill is create a vendor and place same. So I have the skill to "hire" 1 or more vendors. Once on the "payroll" I only have to keep them paid to use them. Even if I drop the skills.

Well, if that's true...where's my CM bonuses? If you don't know what I mean, ask a Tailor to tell you what skill is listed in their boxes. 
Grasping at straws with the wording out of desperation won't help you. I don't even understand why people are still actually using this "It's placing" argument. We'll make it more clear yet again. Those of you that are fighting over the wording, pay attention:
Fine. It says "placing", and not "maintain" or "use". Ok, so here you go...
How about we give you the ability to "place" a vendor. That be ok? You can walk into a house and hit "Create vendor" and plop it down in the living room.
Oh...no, but you can't sell anything on it. You can't "use" it. You can just...stare at it. Pretty statue huh?
What do you mean you want to use it? No no, YOU said the ability was "place", and specifically said it was NOT use". So, you don't get to use it, only place it. But that's alright yeah? After all, you said it.

You can't argue the wording, and then twist it to support what you want. If you want to continue to fight about the fact that it says "place", then realize that it still doesn't give you ability to "use" said vendor. You don't do anything with a vendor but use it. You're making your own argument invalid.
