I have done it both ways so I don't think this is it but try whatever you can to get up and running. It apparently is more difficult for some to hit the right combination of steps than it is for others. I don't know why

However, I may have figured out why some methods work, and others don't. As everyone is well aware, there are some things that we do in the game, where there is a small amount of LAG associated with it. Going across boundaries, walking into and out of buildings, etc. Since the mounts have been introduced, there has been a lot more lag. I am guessing that when you bring up menus, there is also some lag going on, but you just aren't aware of it. That is, the menu is there in front of you, but perhaps it is still loading in the background for a few seconds still.
I suggest then, that a person placing a vendor should pause for perhaps 5 seconds after bringing up any and all menus (including the sub-menus), before actually making a selection, thus giving the software a chance to catch up to the GUI. If you're placing your vendor on a day that seems to have more than the usual lag, you might wait just a bit longer than that.

I sucessfully initialized my terminal on TC using the methods already in this forum without the setpermission thing which I still don't understand. *sigh*
OK, I messed up. I got a terminal vendor to work, but forgot to put maintenance on the blasted thing. So I thought, well, I finally figured out how to get these things working. I'll just pull it up and put it in again.

The purpose of this thread isn't that you HAVE to try all this..these are things that people used to get their vendors working in SPITE of the error. Yes the solution is to fix the vendors. That isn't done yet. How long will it take? I have no clue. I can only report the problem and let you know when they say something about it. Until then we try to give you guys a way to get on with your gaming lives. Sitting around waiting on a dev soltuion is certainly up to you. I would try myself to get around it in the short term so I could go on with my life.

However, I'm still without a vendor, and I really don't want to be walking around next week, hawking speeders from my backpack. I'm tempted to pull a few points out of entertainer, put into merchant, and get a real vendor that can be placed.
This is how I got it to work.
Place the vendor, rotate it if you want.
Open radial, click initialize and AS FAST AS YOU CAN open the radial again and hit Use Vendor.
With mouse press and tapping 1 you should get it fast enough if your not good with "point'n'click" type of games.

set house to public
then placed vendor
did the workaround
wallah it worked!
I know this isn't an optimal solution, but if you have Business IV and you leave even a bugged vendor in your house for about a week, you can get 900 merchant XP for Novice Merchant (6 skill points). At that point you can get a random NPC vendor, and the NPC vendors are not bugged; they work right the first time.
