Here's what I used to do in my old town( I was militia)

Just /citywarn them, then kill them. THEN ban them

there was this one guy that learned the hard way that you don't be a jerk and piss off a mayor with a CM alt... (before citywarn was taken out)

a doctor had to drag him out of town into a tent, then several doctors worked together to heal him. I never saw him in my city again
