Then again, an empty or near-emptyvendor is "bad" to pretty much everyone.
That's the main thing I'd like to be able to avoid. The vendors that contain only a few items, all of which are at about 10x market price.

Empty will be gone.
Near empty is very subjective. Many people would rate my vendors as "bad" because they don't have hundreds of items on them. Yet I make a nice profit from those vendors from people who obviously found stuff they wanted. A rating system will just encourage people to vote against their rivals, the opposite faction, and anyone who annoys them. Its just an invitation to grief. I really hope they don't spend valuable resources on such a system.

This will help a great deal. Both as a merchant and as a customer the map is just plain cluttered around Theed and many of these vendors are empty (maybe as much as 40%)

The thing I'm suspicious of is the people who will list CDEFs on their vendors at 9999999999 credits just to get around this. Or who have their vendor filled up with random crap (like 20 units of bone for 500 credits) that they found on the sidewalk on the off chance that somebody will buy it. I did a tour of the Theed ring a while ago shopping for high-end decorative loot, and found an overwhelming number of vendors with misleading titles and worthless (to ANYONE) inventories. Almost none of them were actually empty.
