just make vendors like harvesters. everyone has a set limit, but merchants can run their vendors practically free.

Ok. But that is how certs work. There aren't many instances in the game where a cert is given to multiple professions. It makes no sense to give Harvester Certifications to Doctors if they don't have Scout Certifications too. Why one and not the other? Right now they can put down harvesters but that is because anyone can. If you start talking about limiting the harvesters then you either give them to one profession or you leave them alone. Giving them to some, but not all professions isn't going to work.
