Hmmm, if the only way to get politician can get xp is from winning elections, then more experienced politicians will quickly have an overwhelming advantage over newb politicians. And can you imagine the ridiculous promises they'll be making because they're so desparate to win an election to get xp, lol.
Unless there are multiple offices to run for, the options for newpoliticians will be quickly gated and the most experienced politicians will get a lock on their offices. I know this is a lot like the advantage that an encumbant politician has in RL elections, but this is supposed to be a game and it wouldn't be any fun if you could never advance in your chosen profession.
If XP is based on the number of votes you get in the election, then that would be better because even if you lose at least you're getting some xp so you can eventually improve your skills and move up the politician tree.

Do Merchants get any new or replacement skills? This is depressing: I'd assumed that some of the things you've listed under Politician would be Merchant enhancements instead. Do Merchants have any new apparent roles in player cities?

It was implied in another thread that merchants get an ability to place a merchant tent, which mayors grant permission to the merchant to place. Also saw crafting requirements for merchant tents, so an architect can build. I still have to put a char on test to see all this, unless someone else can confirm.
So there may be some things along these lines.

One vote = 100 exp.
City Radii are:
Class I: 150m
Class II: 200m
Class III: 300m
Class IV: 400m
Class V: 450m
It shouldn't be too hard to break into politician later on, just build a city hall in the middle of nowhere, get some friends to place small houses in its radius, and a few weeks later you'll have enough skills to have a chance of winning elections in a proper city ... assuming people actually make proper cities instead of continuing the current practice of every PA having its own town based around a PA hall.

What about the structures that you can place, like a research center. Will it be hold off of your 10 Lots and how many lots will take up a med center for example?

Take a walk from Mos Eisley to Bestine on Starsider. Let me know if there is ever any place where you can't see a player structure.
As for towns around PA halls, I'm afraid that is exactly what is going to happen. Someone within the guild will put down a city hall and BAM instant city.
I forsee 10 player cities per starting planet within the first 3 days of the politician class NOT being bugged, which means about 6 days after it is implemented.
In a year, every planet will look like Coruscant.
