YES THEY DO!!!!
any i repeat ANY npc (same faction or opposite faction) within 32 meter radius gets you visibility (assuming you break a visibility rule nearby them)

"Being grouped with a PC or non-animal NPC who is viewing this action has no influence on how Jedi Visibility is obtained."
So....question.The wording is a little vague. Does that mean that grouping with friends and using a saber/powers count FOR visibility or is a Jedi safe as long as the only non-animal that sees this are in the group?

It means being grouped doesn't alter the visibility rules, they still apply. You will gain vis if grouped with a PC and are within 32m, etc. etc.

The thing is, if you're normally careful one incident of being "seen" is not going to get you on the boards. I NEVER get anywhere near other players or NPCs with my saber equipped. I have dueled a friend for about 20 minutes once and there where some NPCs in the city not far away but no other players. I never got onto the terms (had my friend check for me)
I run missions for about 90% of my exp so if just doing that caused VIS I'd be on the terms. I do always take my saber off before leaving the spot where my mission lair was. I dont equip it again till I hop off my bike to engage the enemy (after making sure no NPCs are standing around) I equip my "normal" profession weapon when getting missions.

I WOULD LIKE TO CLERIFY
Equiping your robe infront of the public will NOT get you on the terminals
Tuning a crystal in the public will NOT give you visibility
Equiping or unequiping your lightsaber infront of the public WILL give you visibility
Inigtion of you lightsaber infront of the public WILL give you visibility
The use of your powers (any kind) WILL give you visibility
Equiping your robe infront of the public will NOT get you on the terminals
Tuning a crystal in the public will NOT give you visibility

But tuning a crystal uses force Jakra so if :The use of your powers (any kind) WILL give you visibility Then tuning should also give vis.

but thats where your wrong ive tuned crystals/pearls in the middle of theed and coro ive never been o nthe terminals. also, tuning isnt a force power a force powers force run or lightning, etc a seeable force power (with the exceptions of force speed)

From my month experience of running GVT missions, this is what i gathered:
Things that give Visability:
1. Equiping/Unequiping a lightsaber within 32m of a PC or NPC will generate the related amount of visability.
2. Igniting a lightsaber within 32m of a PC or NPC will generate the related amount of visability.
3. Performing any special that consumes Force Points within 32m of a PC or NPC will generate the related amount of visability.
4. Performing any Force Powerwithin 32m of a PC or NPC will generate the related amount of visability.
Things that will NOT give Visability:
1. Holding an already equiped saber (granted you equiped it out of the 32m vis range).
2. Performing a force power such as Force Run out of the 32m range then running up to a PC or NPC.
3. Equiping/Unequiping/Wearing your robes.
4. Running missions does NOT grant visability,I have completed about 1000 GVT missions.
This is my view on vis from a months experience. This includes being on the terminals, having drivebys, turning on force run outside theed then running through, walking around with my robes and saber equiped (occasionally, mostly for RP events and screenies with friends).
