The following is my experience.
I tried the original posting workaround, and that did not work for me. The Initialize Vendor option did not reappear after initially selecting that option. I repeated that workaround several times (deleting the vendor and retrying) but it never worked for me. Following is what did work for me.
After placing the terminalvendor where I wanted it,I logged out. I logged back in immediately and initialized the vendor. I left to house for a period of time (about 10 minutes IIRC) and went about 200-300m away to survey/sample, then came back and was able to successfully use the vendor.
I think some action that causes the vendor to update needs to happen before being able to use it after initializing. If I'm correct, some people can achieve this by playing tricks with the radial menu, others log out. I used a procedure which causes the vendor to unload (since nobody is in the house all items in a house unload until someone reenters... I left it for a period of time b/c I'm uncertain at which point this "unload" happens.
Again, just my experience.

Create a vendor, wait for channel update(or logout for a while)...then drop rotate flip and init it. Works everytime like the other guy said.

created vendor droped vendor payed maintanance vendor not initialised left house rentered house vendor gone vendor still counts as active HELP.... Lost items button doesent bring it back

This is getting ridicolous.
I cannot initialize my vendor.
I'll try all the tricks in the post, but I just wanted to say thatIT'S NOT FIXED YET!

Giving thisa much-needed bump. This thread really should be stickied until the problem is resolved.
After several failures, I was able to get a terminal vendor to work for me today by the following method:
Create in inventory, log for 1 min, place and rotate, run 100m away and log for 3 min, initialize, run 100m and log for 3 min. After the final relog, I was able to access it and I added maintenance at that time.
Good luck to everyone out there struggling with this.
