You're all right! The merchants should go. I didn't realize it was such a hot topic. I jumped on the board, scanned the subjects on the first page, ran a few queries through the search engine and didn't get an easy answer. So, I posted. My apologies for contributing to the stupidity.

"Check" means to verify you have appropriate skills for your current setup before allowing you to change your skillset. For instance, if you havemore than 8vendors placed, and try to drop Master Merchant, the game will "check" to see if you have more than 8 vendors placed before it allows you to drop Master Merchant. If for example you have 10 vendors placed, you will get a message telling you that you cannot drop Master Merchant due to the number of vendors you have.
Doc means that in the current way the game works, there is no verification of anything with regards to vendor types or clothing before you drop merchant skills. You will not lose any settings of custom clothing or vendor NPC type on your vendors, only the ability to change them after you drop those skills.
This however may change in the future where people will be forced to remove NPC X if they are trying to drop the skill that allowed them to place NPC X. But currently there are no plans to change any of this.

Hehe, I think your explanation is how we wish it would work, but alas that's not the case.
