I think your biggest problem is that you starting thinking about it kindof late. That's also what I did for master scout. I ignored everyone who needed training and then when the time came, I had to go as far as to convince people to take up scouting, and it took me about a week, wasting scouting xp all the while as I was maxed out. If you take opportunities to train people whenever you can you can efficiently build up enough points to master your next thing, which for you is doctor I imagine. I still have plenty of boxes to fill before master ranger, but because I haven't missed an opportunity, I've got almost 1500 app points in case I decide to go all the way.

I think i see where your coming from with the app but then at the same time i dont, i used to have problems getting app points but you'll either find a friend who will help you or even better a hunting group. Not one working for money, one working for exp on a place like dathomir or such, all theyre looking for is exp so theyre bound to gain a new trainable skill sometime.
