They could give TEF's to Neutrals, but they won't.
The whole point of being neutral is to stay out of the GCW. It is the ultimate safe zoen from PVP of any kind.
Even 1 TEF added to neutral, means that to be fair, they would have to add all TEFs (or situations you can get one) to neutral... making coverts a waste sicne you can do everything they can do, for both sides.
90%+ of the people that request all healing for neutrals are both 1.) looking for fast XP (which is a situation that runs out pretty fast in SWG), and 2.) not interested in PVP (and don't care if they break PVP to get it becasue they want as much of 1.0 as possible, as fast as possible).
I have seen any number of tired, bent, earth based reasons fro neutral to heal anyone, even semi-lame RP ones... again 90%+ of them were merely trying to get XP faster...with no concern for game balance of any kind. Makes me sad really...

We think there is still actually a bug w/ this already lol.
If you are a covert Reb. and heal a covert Imp (who has a TEF), you get a TEF to rebels, and can get "friendly fired."
TEFs are very wacky at the moment. We are hoping the devs do a serious look/revamp of TEFs, including graphical notifications and "ok" boxes.

A weaponsmith can sell a weapon to anyone. An entertainer can dance for anyone. It's a medic's job to heal people, and we can't heal even the most innocuous-looking person unless we pick a side.
I can understand not being able to heal overts, but we should be able to heal coverts without being forced to join a war we don't want to be in, which puts us at risk for being blown away when we aren't expecting it.

You can heal coverts without a TEF (they don't have one).
If they have a TEF, they are treated as Overts and you can't heal them for a short time (and you agreed no healing Overts was fine).
Otherwise, they are fair game.
We just need to have TEFs sorted out, so we can see them better.
